Please join us in welcoming Paul Owen as our new Senior Consultant.
Paul is a master mariner who spent 15 years trading worldwide on container ships and reefers in the 70s and 80s. In 1990 he came ashore, joining the Maritime and Coastguard Agency as a marine surveyor in the Southampton Marine Office. Promoted to principal surveyor he spent 12 years in the MCA’s headquarters as Head of Inspection and the UK’s Port State Control coordinator. This was followed by a four-year secondment as national expert to the European Maritime Safety Agency in Lisbon where he was involved in the audit of the Member States’ port state control systems, the training of port state control officers and led the task force which developed the New Inspection Regime for the Paris MOU and the associated EU Directive. Since his return to the MCA in 2009 he has been Head of Ship Safety, developing policy and regulations for ships including construction, equipment, security and safe management as well as a Survey Operations Manager in charge of developing and promoting a consistent policy for survey operations for the UK fleet.
Following his retirement from MCA Paul joins Regs4ships in the position of Senior Consultant where his extensive experience and knowledge of Port and Flag State Control and international regulation will enhance the training and consultancy services we provide to our customers.
